Ten bills authored by Senator Sabrina Cervantes of Senate District 31 have cleared both houses of the California Legislature and are now enrolled and awaiting action by the Governor. Her office announced the ten-bill package in a release dated September 2, 2026. The bills were enrolled and presented to the Governor on individual dates between August 21 and September 9, 2026, according to the official California Legislative Information record.

This is one legislator’s package. It is not the full set of bills pending before the Governor this session, and nothing here should be read as a survey of California legislation as a whole.

A bill at the Governor’s desk is not law

Enrolled means the Legislature has passed a bill in identical form in both houses and sent it to the Governor. It does not mean the measure is in force. A bill at this stage may be signed, vetoed, or allowed to become law without a signature. Until one of those things happens, none of the provisions below applies to anyone.

Two of the measures carry procedural tags worth reading precisely. SB 1151 is captioned as taking effect immediately as a tax levy, and SB 1418 requires a two-thirds vote. Both describe how a measure would operate if it is signed. Neither indicates that the bill is currently operative.

We are not stating a deadline for action. The official status pages for these ten bills do not publish one, and California’s timelines depend on session status and the date each bill was presented. If you need the controlling date for a specific measure, the bill’s own record is the place to look.

Why the announcement date and the bill dates differ

The September 2 release announced the package. Five of the ten bills were enrolled and presented to the Governor after that date — SB 1164 on September 3, SB 891 and SB 1418 on September 4, SB 1367 on September 8, and SB 1360 on September 9. The announcement date and the individual presentation dates are separate facts, and the official bill record governs the latter.
