El Niño is a reason to pay attention to the forecast, not a guarantee that a particular California property will flood. Ahead of NOAA's next monthly update, here is what its published outlooks actually say—and what they do not establish.
Which update are we reading?
The latest monthly ENSO discussion available when this article was prepared was issued September 10, 2026. NOAA's Climate Prediction Center reported a strengthening El Niño and a greater than 90% probability of a very strong event during fall and winter 2026–27. Its next monthly discussion is scheduled for October 8. Those are the September outlook's dates and probabilities, not a newly issued October prediction. NOAA ENSO discussion.
What the California rain outlook says
NOAA's September 17 seasonal discussion favors above-normal precipitation in southern California during October–December 2026. It also describes a broader wet signal over California in later winter outlooks. These are probabilities for seasonal totals, not a forecast of the timing or severity of a particular storm. A strong El Niño does not guarantee the usual impacts everywhere. NOAA explicitly qualifies that relationship. Nor should a seasonal outlook be used in place of current local forecasts once the season is underway; its seasonal discussion directs readers to short- and medium-range forecasts during the valid period. Keep the weather forecast and the policy question separate
A forecast does not determine your insurance coverage. If it raises a question about your property, gather your current policy documents and write down that specific question for a licensed review.
